He is a senior fellow at Friends of Europe, a Brussels-based think-tank, for which he has published 12 studies on European security and defence. A trained historian, he has written extensively about party politics and policy but has never been a member of a political party. A citizen of France and the UK, born in northern England, he lives in France.
